It does not matter if they are greater or less than those that already exist, they should only be equal to or less than 100 (also integers) and therefore the mean would be the 4th value of those 7 scores after organizing them from highest to lowest.
One half of a number represents the phrase "1/2a" (in this case the variable/number is 'a'". Then because it says "nineteen less than", that means you subtract 19 from one half of the variable.
