A good way to create a suspenseful moment is by sugarcoating the entire story with mystery.
For example: The story was about a secret room that supposedly has everything you ever wanted, but everybody says its not real. Then by the end of the book they open the door and discover......
That is one example of suspense that can be used in almost any novel, book, etc. Horror films with peoples being chased like the Nightmare on Elm street is another suspenseful film because nobody wants to get caught with Freddy.
I wouldn't say that there is an exact definition for suspense, but it's a way to keep the reader hooked onto a story and make their hearts race when there is a scary or thrilling moment happening.
