Just imagine if District 13 exceeded the restrictions regarding their nuclear usage amounts? The capitol would surely destroy them, maybe even with their own bombs! That would be a good way to maximize their control. Oh wait... they <em>did.</em>
Katniss staggered with concurrence into the ruins of the district. Peeta staggered even more with his prosthetic leg, intentionally stressing to her that they should make a temporary shelter for the night.

The Prohibitory Act served as an effective declaration of war by Great Britain; a blockade being an act of war under the law of nations.
