Just imagine if District 13 exceeded the restrictions regarding their nuclear usage amounts? The capitol would surely destroy them, maybe even with their own bombs! That would be a good way to maximize their control. Oh wait... they did.
Katniss staggered with concurrence into the ruins of the district. Peeta staggered even more with his prosthetic leg, intentionally stressing to her that they should make a temporary shelter for the night.
