In his inaugural address, Lincoln made clear his position regarding slavery in the South: "I have no purpose, directly or indirectly, to interfere with the institution of slavery in the States where it exists. I believe I have no lawful right to do so, and I have no inclination to do so".

In this way, Lincoln carefully repeated the very clear position of his new government on the issue of slavery, in order to calm the South. He would not interfere with the institution of slavery in states where it already existed and was protected by the Constitution.
