Oceans in hot, dry climates experience a high rate of evaporation compared to oceans in cooler climates. In addition, due to little precipitation, these oceans to not fully refill their waters. When the water evaporates, the ocean waters experience a slight reduction in volume. The salts in the oceans, nonetheless, remain the same (quantity). This means that the water that is left behind becomes more concentrated because it dissolves the same amount of salts left in the oceans.  Remember concentration, in this case, is the number of salts dissolved per volume of ocean water which translates to high salinity.

However, the more saline the ocean waters, become more energy from the sun is required to evaporate the remaining water. Remember impurities increase the boiling point of a solution.
