The following statement can be made about the production of electricity in a nuclear reactor: Heat flows from the reactor to the water.

Nuclear reactions that place in a nuclear reactor produce a lot of thermal energy. That energy produced then flows towards the water and warms it. Thus the water starts to boil and steam is produced. The steam makes turbine to rotate and generate electricity. In this process the heat flows from the reactor to the water.

A nuclear reactor core has the most thermal energy and allows more heat flow from it. Generally heat flows from hot substance to cold substance.
