Louis XVI was not solely responsible for the French Revolution, but his failure to institute timely and just reforms allowed the pressure to build to the point of revolution.

Basically if Louis XVI had some clarity and accepted change, then the Revolution could have been carried out smoothly. He instead decided on course, tried to reverse it, and then made a bigger concession then he would have had he stayed on target.
