The purpose of the Tennessee Valley Authority (1933) was to modernize the rural Tennessee River Valley 's economy and society which was one of the regions most affected and impoverished by the Great Depression. The corporation aimed to accomplish this by bringing electricity to the region, operating the hydroelectric Wilson Dam, improving the navigability of the Tennessee River, providing flood control through reforestation of marginal lands in the Tennessee Valley watershed, by developing agriculture, commerce and industry and by making plans and taking actions for the construction of dams, reservoirs, and power plants.

Which system of inmate labor turned control of inmates over to non-correctional personnel?
Paul [167]

Convict lease system, which was popular in the South essentially leased convicts to large agricultural operations. This system led to many forms of abuse of workers who had lost their rights as a result of being convicted of a felony, whether guilty or not. This was particularly true for African Americans in the late-nineteenth century. One of the most notorious of these operations was Parchman Farm in Mississippi, which literally utilized thousands of black convicts for various unpaid tasks.
