A short form ballot limits the amount of elegible offices to the most important legislative and executive positions, and leaves minor administrative and judiciary posts to be filled by appointment.

The main drawback of this system is that elected official may appoint unqualified people for those posts. Moreover, if the legislative and executive powers select the members of the judiciary power, division of powers and power balance is not properly functioning.
