I believe it means that the person takes the stairs rather than the elevator. Not entirely sure though!

The device here is the pun since taking the stairs is only the other option from taking the elevator. Stairs are composed of steps, therefore it is a pun. Ignore what the other person said.

Why would using detections dogs make the investigation more efficient?

Well when dogs join something like the police force they are trained to sniff out bombs, drugs, people and etc. Which is very helpful because they can detect things that we can't necessarily detect all the time. Which makes them a quicker method of detecting things.
