Because they have similar goals and want to work in favor of a common cause by establishing alliances and forming a bigger power that rules them. It is created because the states found mechanisms and strategies of self governance and want to unite themselves to form  bigger power that can act in the behalf of all of them with foreign powers. It eventually evolves in a federation, structuring local governments at scales capable of representing their population in the integration of the countries representants.
