Satrapi have said so many things regarding the disparity or the differences between the classes before and after the Iranian Revolution. Some of the parents were not allowing their sons or even maybe their daughter to come  and attend the demonstration when Shah was taking control of everything.

Another example for the classes after the revolution is when the government started to take advantage from the poor kids making them believe that if they die they would go straight to heaven, and an example for before the revolution is when Mehri(her first maid) fell in love with the neighbor's son and she was angry because they could not be together because of the different social classes

Why does the author use the word "dancing" to describe the movement of the branches, then? This is a technique called personification. Bushes cannot dance but, by saying so, the author conveys the idea that the way the bushes are moving is beautiful, rhythmic, hypnotizing, just like dancing.
