Easy way to test this is to substiute any number for the variable, for simplicity i will substitute x for 1 

4(2(1)-6)
=4(2-6)
=4(4)
=16


8(1)-24
=8-24
=16


when you substitute the variable and get the same answer, you know the two expressions are equivalent :)
