It was due to the Sherman Anti-trust Bill.  Under this bill, joining unions was illegal.  Strangely this bill was created to prevent the abuse of big business but it managed to prevent workers from creating or joining unions at the time.

The parliament would involve a President-General which would be chosen by the colonial congresses. It was not acknowledged by the Congress, which directed to the divergence of argument with the extremists that increases the upper hand due to the presence of the Suffolk Resolves at the congress.
