Hello, 

First of all the point-slope equation will have this form :   y=ax+b

b = y-intercept = 3\\\\a=\dfrac{\Delta y}{\Delta x}=\dfrac{-3-5}{2}=-4\\\\y=-4x+3

Answer A.

Because : 
if:y+5=-4(x-2)\\\\y+5=-4x+8\\y=-4x+8-5\\y=-4x+3

37x + 8  = 0

3.1      Solve  :    37x+8 = 0

Subtract  8  from both sides of the equation :

                     37x = -8

Divide both sides of the equation by 37:

                    x = -8/37 = -0.216

x = -8/37 = -0.216
