Mostly likely no. He could've done more. If he had done more there probably wouldn't be a need for the civil rights act of 1964.

Median is all numbers in order and it's the number in the middle

Mode is the number that shows up the most which is 2

Range is subtracting the the highest number by the lowest. So 8-2=6
