r is the radius

Put in the values you know

(x - 7)^{2} + ( y + 3)^{2} = 7^{2}

Simplify

(x - 7)^{2} + ( y + 3)^{2} = 49

The equation is (x - 7)^{2} + ( y + 3)^{2} = 49
