The plan of Andrew Johnson for the Reconstruction of the United States included the readmission of the Southern States once they had rewritten their state constitution. They also had to form their state governments, pay war debts and ratified the 13th Amendment. The 13th amendment abolished slavery, but President Johnson did not give former slaves the right to vote.
