MAD=\dfrac{\sum |x_i-\overline x|}{n}

MAD is 0. It is possible if \sum |x_i-\overline x|. It means all the values of |x_i-\overline x| are 0.

It means no deviations in mean angle values and all the values are the same.

Therefore, if MAD is 0 and one data value is 14, then all the data values are same, i.e., 14.
