Tough problem. The problem is the strain that is put on the resources we have. Some won't last forever. Some work, but there is not enough of them to bare the brunt of the need. Simply put, there are too many of us.

We have spent our immense wealth on reproduction. We have contaminated the land  fill (in many cases) with things like disposable diapers.  The cities are caught with the problems of sanitation, household power, disease, education, employment, transportation, water (suitable for drinking), air quality, food sources, maintenance of infrastructure (that is roads), attracting suitable employees to deal with these problems, and likely many others that are hidden from us. Just look at the list we have. Taxes alone are not going to address all of these problems.

I don't know how to any one solution can be offered. We could focus on the most critical ones. But which group do we focus on? For people in their "golden years", health care is extremely important and very expensive.   For children, education is most important. That option is expensive as well. For low wage earners, public transportation to work is very important.

The one thing I think I would focus on would be to make the population more aware of the landfill. We cannot keep living in dirt. That doesn't cost much.
