The stamp Act congress said it was okay for colonial legislatures to tax the colonist but not parliament because the colonists didn’t have representation in the parliament.  

<u>Explanation:</u>

The parliament of Great Britain imposed Stamp tax on the British colonies in North America in order to bring the colonies under its direct tax system.

This act instructed that all the printed material in the colonies have to use stamped London made stamped paper. Printed materials like magazines, newspapers, documents, playing cards etc had to bear revenue stamp.  

The colonists found this act unfair. The tax was imposed by the British parliament where the colonists had no representation. They thought that only the colonial legislature had the right to make laws for the colonies.

I believe the answer is: Colonists might not have declared independence

The main reason why the revolutionist managed to get support is because of the growing satisfaction among the colonists because of the high tax rate imposed by the British government.

If the parliament allow the colonist to tax themselves, thus satisfaction would dissapear and they would not be able to obtain soldiers from the colonists.
