They thought it was a good place to make money and it never went down for 8 years in a row so everyone thought there's no risk. They knew they weren't going to make a ton of money putting it into the bank. So in the stock market, you can take $5,000 and make it worth $10,000 in that time. So people thought they could get rich. However, there were too many small investors investing as well. They also borrowed money on leverage to invest in.

This is because they thought it was safer to invest in stocks than deposits. They thought that stocks were underused at the time, and were safe to invest in. They would later lose their shares later that decade during the Great Depression.

Especially during the 1960's the 'counterculture' movement period, the drugs had become more popular in public. Then the Americans realized that the drug use was a serious threat to the country and it's moral.  The ''Office of National Drug Control Policy'' (ONDCP) was started by former President Nixon who initiated the “war on drugs”. The “Office of National Drug Control” (ONDCP) took responsibility<em> to reduce the use, trafficking and manufacturing of illicit drugs and drug-related health issues, consequences, crimes and violence by building, executing and estimating U.S. 'drug control policies' on “war on drugs.” </em>

I dont see a document but i think i can still answer your question. Slaves were not considered people because they were owned by people and considered property. Slaves did not have rights like others and were not accounted for until the 3/5 act. And even then only 3 out of 5 slaves were counted to up the population but still did not have rights.
