The circumstances that led to the Treaty of Waitangi were the British Colonization of New Zealand and the aboriginals willing to sell off their lands as a result of colonization. The government in New Zealand is helping to compensate the Maori for the occupation of their lands by addressing and solving their grievances through the Waitangi Tribunal and by deploying their machinery for the implementation of law and order.
