The Shariah is the laws and rules.  They were developed by many Islamic rulers and caliphs over time.

In a sense, yes.

Seperation, however it is used (even seperate but equal), implies that the group that created this law wishes that it is a more superior group, and that those who are more affected by the law are inferior. However, there are certain cases that separation does not mean inferiority, but in most cases (especially one's that affect the public & is part of history), yes it does.
