This is late but the correct answer would be D. Because as a young nation, the colonies have less to lose. Paine knew their new, younger recruits would be more driven to achieve their goal (whether that was fighting in a battle, spreading their knowledge, or training) as well as their relatively new formed colonies had practically nothing to lose. Whereas if their elder competitor lost, they would suffer a greater deal.
