US allow Cuba to govern itself but did not allow  the Philippines to self-govern after the war because Cuba has the ability to self govern without the help of US whereas Philippines were incapable to self-govern and if the United States did not take control of the islands of Philippines, there is high possibility that another power such as Germany or Japan captured these islands and rule over them.
