High plains don't have the climate for the hurricanes. And neither do mountains. Their altitude is so high, it's almost impossible to breathe at the summit depending on the height. The only thing you should expect is an avalanche. Continental steppes are too dry to be plains and not dry enough to be deserts. The only other option is the subtropical region because take for example, hurricane Katrina. Flordia's the most likely state to be ravaged by a hurricane because it's in the subtropics area.
