There are twenty numbers in there that are either 0, 1, 2, or 3. There are 125 numbers in total. Your answer is 20/125, or 0.16

The square of distance from the focus to the point is
(x+2)² + (y+2)²
The square of the distance from the point to the directrix is
(y+4)²
