I believe the answer is: B.The Byzantine emperor was considered to be the highest political and religious figure. In the Western Empire, the highest political and religious figures were two different people.

Even though it's true that the priests had a really huge influence in western politic, At that time period the highest political figures and religious figures still divided between the emperor and the High Priest. The priest's involvement in political stance limited only to being a direct advisory to the Emperor.

Why might someone be wary about the necessary and proper clause?
Sergio [31]

Answer:

Necessary and Proper Clause is often called the “Elastic Clause” because it is believed to give Congress “implied powers” that government is assumed to possess without being mentioned in the Constitution. There is a problem with this view: a government that is able to expand its power through an “Elastic Clause” is more likely to abuse its power.

This was a major concern of the Anti-Federalists, who argued that the Necessary and Proper would greatly expand government and leave it up to Congress to decide whether a law was necessary and proper. The Anti-Federalists further argued that the clause left no limitation to federal power and that “ . . . if they may do it, it is pretty certain they will . . . .”

What claim does Jefferson present in the preamble of the Declaration, and what support does he say he will provide?
timofeeve [1]
He states that all men are created equal and have equal rights. One of these rights is the right to change a tyrannical government. He explains that the King of Britain has committed many atrocious acts against the people of the colonies and that he will provide the factual evidence later in the declaration.
