Explanation:

The Northwest Ordinance of 1787 was an act enacted by the Confederation's Congress that provided a plan for governing Western lands in a peaceful and orderly way. The U.S. had acquired them after the American Revolutionary War.

Under the act, the Northwest Territory had to be divided into not less than three and nor more than five States, and that each state was to be governed by a governor, secretary, and three judges appointed by Congress until it attained a population of 5,000 adult free males, at which time it would become a territory and could form its own representative legislature.

The Articles of Confederation were far too weak to meet the needs of the newly created United States because of the massive decentralization the Articles contained.

They did not give the government any right to tax the people, and had to ask the states for taxes, and the states were not keen to pay them unless it benefited them. Often found were states not contributing to the pay of the Continental Army because it was not in their territory and defending them. This was also the reason Valley Forge was a disastrous winter for the Continental Army.

The Constitution fixed this by mandating budgets and making sure the states did in fact pay dues to the Gov't, later amended with (the supposed temporary) Federal income tax, starting after The Great War.

The other big failure is the lack of a requirement delegates be there, and the fact it requires every state to vote yes, an amendment to let the Confederation place import taxes to help pay the army was a washed failure because Rhode Island feared having their economy impacted horribly as they were so small they only had trade.

The New Constitution fixed this by making it so 3/4 of the states had to vote Aye to an amendment to the Constitution itself, and made the Federal Government itself handle passes legislation at it's own level with a majority rules, rather than all.

Hiram Rhodes Revels was the first African-American to serve in the United States Senate. He represented the state of the Mississippi from 1870 to 1871. So far, Revels has been one of the nine African Americans who have served in the Senate.

Revels, a moderate Republican, appeared as a vigorous advocate of racial equality.

He served on the Education and Labor Committee and the District of Columbia Committee. The attention of the Senate at the time was directed towards the reconstruction of the country. While radical Republicans advocated severe and continuing punishments for the former Confederates, Revels advocated full and unrestricted amnesty, giving them a vote of confidence.

Revels was praised by the press for his oratory skills. His conduct in the Senate, in addition to that of other African Americans elected to the House of Representatives, has led a white contemporary, James G. Blaine, to state, "The men of color who have taken office in both the Senate and the House of Representatives are scholars, ambitious, whose public conduct would honor any race. "
