A subject in grammar is the first part in a sentence about which the second part, the predicate, tells something.
This must be from a standardized test. The wording is a little confusing, but I'd say it is a metaphor. Google says the definition of metaphor is "a figure of speech in which a word or phrase is applied to an object or action to which it is not literally applicable." This phrase is a pun because skiers ski down slopes, and going down hill is another way of saying not going very well. Old skiers never die, they just go down hill is a pun because skiers go down hills.
