The federal government knew that African-Americans would face backlash from Southern White males, so they wanted to prevent that from occurring at all.

Why did the US airlifted supplies into west Germany for over a year because of the Berlin Wall.  Truman ordered a massive airlift of supplies into West Berlin as an effort to avoid WWII. On June 26, 1948, the first planes took off from bases in England and western Germany and landed in West Berlin. For nearly a year, American planes landed around the clock.

It makes them more independent. If they had a limitless amount of terms, they could just vote for whatever was suitable at that time and keep their political power. Since they won't be able to stay in the congress longer, then they can vote whatever they want because there's nothing that will affect whether or not they get elected again.
