Anytime neglect is suspected the police and other proper authorities should be notified immediately. If a person only gives the caregiver of the home information about services, that does not mean they will seek help.
Many times people who are living in poverty are to ashamed to get help. They will try to handle things on their own and this hurts the entire household especially children in the home.
The police will do a welfare check and take the proper precautions to get help for the person or persons being neglected. Many times neglect can lead to abuse and it is critical to get help immediately.
