Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction.

So basically there shall be no slavery within the US, and if there is it will be prosecuted.

They had the ability to command a military, declare war, and tax terrifs against other states. The constitution has the states act as subordinates to the federal government. They have the right to tax citizens, but their power and their ability to interact with other countries are strictly regulated through the federal government.
