erbert Hoover´s view on the causes of depression were lack of confidence in the financial system. He thought that the best was to avoid federal intervention in commerce. He asked businesses to avoid work stoppages and wage cuts. Later he backed the Federal Farm Board, (actually created before the start of the Depression) so that it could help farmers in difficulties.
The plan called for a bicameral (two-branch) legislature with the number of representatives for each state to be determined by the state's population. The Great Compromise of 1787 incorporated elements of the Virginia Plan into the new Constitution, replacing the Articles of Confederation.
