Explanation:

The first horizontal layer from the top is of waxy cuticle which is made up of wax and hydrocarbons. It is hydrophobic in nature and does not allow water to stay on the surface of the leaves.  

The second layer from the top lying below the waxy cuticle is lower epidermis which allows light to pass through it but does not allow water to pass through it and hence prevent the water loss.  

The third layer from the top is the mesophyll which is the main site for photosynthesis as it contains chloroplast.
