A two stage amendment process is mentioned in the  article V of the constitution

  • The first stage is the proposal stage-An amendment can be proposed by either a two-thirds vote of both houses of Congress or by a constitutional  convention called by Congress at the request of the legislatures in two-thirds of the states. (The constitutional  convention method has never been used to propose an amendment)
  • The second stage is the ratification stage. For a proposed amendment to be ratified, it must  be approved by legislatures in three-fourths of the states or by special ratifying conventions in three-fourths of  the states.
