This propaganda technique is characterized for using words that are vague, abstract and ambiguous or don't give any reason or explanation, but that is attractive at the same time because it is associated with valued belief, ideal or concepts that usually trigger strong emotions in people.

"I will promote growth that will bring us into the 21st century." is an example of that because although it appeals to people's feelings and perhaps gives them a sense of reassurance and hope, the term "GROWTH" is very ambiguous, and the phrase does not give further explanation of what it actually means, it is vague.
