I personally believe so but that is not how our nation was created.

The answer to your question is,
Germany had surrendered, they didn't want to fight anymore nor could they. All of the nations agreed to stop fighting while the terms of peace were noted. Formally, though, the actual reason why WWl ended was due to Germany and the allied nations signing the Treaty of Versailles.
