I would say C. stopping French Expansion because at the time, there was a exploration race at the beginning of the 1500’s and top three countries who started exploration was Spain, France, and Portugal. After a while, England was like “hey what about us where going to join”. But desperate as they where England like to cheat (at the time I don’t know about know) so they would get pirates (yes pirates are real) to stop some on the ships from getting any goods. If I ship traveled to a country and came back, the trip would be considered useless.
