I would say that I think it would be needed to investigate the facts to determine if it is true that Tonya left out the food that spoiled and not Johnny and if there were any extenuating circumstances and to determine that Johnny had no blame in the incident. If it is determined that Johnny had no blame, then the $15 should be returned to Johnny by the restaurant and then $15 taken from Tonya's pay to correct the situation, keeping in mind that the whole purpose of the pay docking is only to ensure that food is not allowed to spoil.

Instead of ‘if my dad would let me’, it’s ‘had my dad let me (remember this useful phrase ending). This is because you can’t have a double ‘would’ in the same phrase.
