3/5=21/m

Cross multiply

3m=21(5)

Simplify

3m=105

Divide 3 both sides

This is a ratio. cross multiple and then divide to get the value of m.

3m = 105 divide by 3
m = 35


or compare the numerators to each other
how many times can 3 go into 21? 7

so now multiple the denominator by 7 so the fraction keeps the same ratio. 5 x 7 = 35
m= 35

i.e. equal to the original sum of all blocks.

This way changing the number of blocks in each place value, different 3 digit numbers can be generated.
