However, the well being of the state is subservient to the wellbeing of each citizen, private interests. Furthermore, civil society is the source of governance insofar as i) government officials are elected from civil society and ii) public policy serves the private interests of the people. So in a society it is indispensable to have a more robust state and a better- served civil society, keeping in mind the order of importance.
