well the decimal is mainly used to separate the dollars from the cents so basically means that dollars are ending and the rest continues as cents or that its separating the dollar from the cent.

The decimal point represents the whole number on the left side so in this case one. The decimal point on the right side represents a number less then one in this case .35. So, in general a decimal point would mean "something that denotes a number less then one."
