Haymitch is not very straight forward with his liking and advice to Katniss. He seems to take a disliking to her (as she thinks) whereas with Peeta he seems to "like" him so to speak. Okay REMEMBER, what first stands out to Katniss is Cinnas golden eyeliner. He makes Katniss very comfortable. He is a friend and a crying shoulder for Katniss. He helped Katniss and Peeta stand out from other tributes because of their fiery clothing. (Literally) Not only are they "Star crossed lovers" but they were on fire. That was a VERY important factor though it was just seen as clothing. It made the tributes look at them as competition. Not just two lovers from district 12
