This paragraph definitely portrays a positive tone. Consider the word choices that the author uses. "Happy" and "better" contribute to a tone that is uplifting and warm. Although there was a conflict in the paragraph, not being able to go on vacation, the family was able to overcome this conflict and find happiness anyway. Hope this helps.
