Because the numbers from the ratio 3:18 , 18/3 is 6
And from the ratio 7:42, 42/7 is also 6
Because the difference in the ratios are the same, the ratios are equivalent

Another way is that 3:18 can be rewritten as 3/18 which is simplified to 1/6. 7:42 = 7/42 which also equals 1/6.

Both ratios simplified equal 1:6.
None of the other answers simplify to this but C.
