Roosevelt started the Public Works systems to address the unemployment issue. During the Great Depression people were desperate for work so Public Works put the to work addressing another national issue, infrastructure. People were hired to build roads, bridges, dams, public buildings and railways. So in reality, both the unemployment and infrastructure were issues resolved by Public Works
