The framers of the constitution were obligated to make a government which did not depict a complete democracy or a monarchy. They wanted something in between which would make the people happy. Something which would keep the people in the centre.

Explanation:

The framers of the constitution wanted a system where the people would be benefitted the most rather than any government being benefited by it. They wanted something which would be for the people and by the people.

A monarchy or a democracy were unsuitable because they did not benefit the people. A democracy would only benefit the ruler whereas, in a democracy the government would still hold the power.
