Syria, Turkey, and Iraq have not reached an agreement on a water settlement over the Rivers Tigris and Euphrates because Syria and Turkey have built dams to generate electricity and store water, and this reduces the water supply in Iraq. So the real thing is that each country has its own interests and agendas and neither of them has considered the other nation's necessities in order to reach a fair agreement for the three of them.
